Powers of the Mayor

In accordance with the Village charter, the Mayor is recognized as the head of the Village government for all ceremonial purposes, military law, and for service of process. Additionally, the Mayor presides at meetings of the Council and is a voting member of the Council.

The Mayor has the following additional responsibilities:

  • Present a State of the Village address annually
  • Create and appoint, subject to Council approval, committees of the Council which may include non-Council members
  • Is the Village official designated to represent the Village in all dealings with other governmental entities
  • Executes contracts, deeds and other documents on behalf of the Village as authorized by the Council

Biography- Eugene P. Flinn, Jr.

Eugene P. Flinn, Jr., is honored to serve as the first Mayor of Palmetto Bay.

Mayor Flinn is a lifelong resident of south Miami-Dade County. He is a graduate of Southwest Miami High, the University of Miami and UM School of Law.

Mayor Flinn has been active in the community throughout his life. During the struggle to incorporate Palmetto Bay, he served as Chair of the Palmetto Bay Steering Committee, spending countless hours over many years leading the incorporation effort. He served as chair of the Palmetto Bay Municipal Advisory Committee and was one of the three-member legal team that provided pro bono work to insure that our Village would come to realization.

Mayor Flinn serves on a number of community organizations and boards, such as Chamber-South, Miami-Dade League of Cities and the Junior Orange Bowl Committee. He has served as a board member of this organization, and is a past chair of the International Junior Golf Tournament over a three year period. Believing that “the success of this community depends in large part on the continued success of our area public schools,” Mayor Flinn has served as a vice president of the Coral Reef Elementary PTA and served a term as a voting member of the EESAC committee, also at Coral Reef Elementary.

Accomplishments and Initiatives

Mayor Flinn has led the Council and the community in its formative years, working toward the following:

  • The creation of a transparent and efficient government that is presently limited to a small number of full-time employees and relies in large part upon outsourced contract services, a government that has saved revenue and acquired grants together totaling nearly $13 million dollars in the first three years of village existence for use in village capital improvements.
  • Commitment to quality parks and green space, as being essential to the community well-being. Mayor Flinn has worked hard to improve the quality of life, including a well-supported initiative to create the “Village of Parks” in part through acquiring three new village parks and working to improve existing parks. He sponsored changes to the village development plan requiring inclusion of green space in any village mix use development districts.
  • Working to set up a public works program of Village of Palmetto Bay beautification, improved drainage and street resurfacing.

He is particularly proud of several initiatives he has sponsored that greatly improve the quality of life for all residents of Palmetto Bay. He sponsored many ordinances that were enacted by the Council including those to protect children from registered sex offenders, provide an extra homeowner exemption on property taxes to qualified low-income individuals over the age of 65, and an Ordinance strengthening the lobbyist registration process.

The Mayor is married to Alexandra Flinn, author of books for young adult readers. They have two daughters who attend area public schools.
