87th Avenue Bridge Project Information
Introduction
On February 11, 2021, Mayor Cunningham shared information through the video below with Palmetto Bay residents following action by the Miami-Dade County Board of County Commissioners to bring back the construction of a bridge at SW 87th Avenue over the C-100 canal and encourages residents to remain involved to ensure that Palmetto Bay's quality of life is not negatively impacted. Background & County Actions
On February 2nd, Commissioner Cohen Higgins brought forward an item before the Board of County Commissioners urging the County Mayor and Commission to move forward with the construction of a bridge over the C-100 canal at SW 87th Avenue from SW 164th Street to SW 163rd Terrace.
The County's resolution also called for the appropriation of $3,100,0000 in funds from unencumbered road impact fees and to identify other funding sources as necessary to implement the project. The next step is for the Transportation Planning Organization (TPO) to consider the item at its next Board meeting. Following the County's action, Mayor Cunningham scheduled a Special Council Meeting on February 8th where the majority of residents spoke in opposition of the bridge and where the Village Council took action in furtherance of the community's desires.
Commissioner Cohen Higgins requested in a letter sent on February 5, 2021 to the municipal Mayors of Palmetto Bay and Cutler Bay four names from each municipality to create an 8-member committee to be known as the Community Connectivity Committee. The committee is to meet virtually and engage in meaningful discussion to provide insight on the opposing viewpoints for the TPO's consideration.

February 8, 2021
On Monday, February 8, 2021, the Village Council held a Special Council Meeting is to discuss and take action on opposing the County’s intent to construct a bridge that would extend SW 87th Avenue from SW 164th Street to SW 163rd Terrace crossing over the Cutler Drain Canal C-100 (“bridge project”) and further allowing the constituents of Palmetto Bay to voice their opinion over the project.

September 23, 2021
On Thursday, September 23, 2021, Mayor Cunningham called a Special Council meeting to consider approval of an Interlocal Agreement between Miami-Dade County and the Village of Palmetto Bay, which delineated several concessions from Miami-Dade County as part of negotiations between the two parties resulting from prior county action on a bridge to be built on SW 87th Avenue over the C-100 canal.
November 29, 2021
On Monday, November 29, 2021, the Village of Palmetto Bay held a Conflict Resolution Assessment Meeting with the Miami-Dade County Transportation Planning Organization (TPO) to contest the approval of the bridge project by the TPO. Click below for the meeting recap and video link.
Also on Monday, November 29, 2021, The Village Council held a Special Council Meeting to discuss and take action on a Resolution for "Letter to County Mayor" regarding the Village's opposition to the SW 87th Avenue bridge. More details are provided in the links below.
January 10, 2022
During the Regular Council Meeting of January 10, 2022, the Village Council adopted Resolution No. 2022-03 "approving the issuance of a letter to the Miami-Dade County Board of County Commissioners expressing the Council's objection to the County's decision to construct the SW 87th Avenue Bridge from SW 164th Street to SW 163rd Terrace over the Cutler Drain Canal C-100."

January 21, 2022
On Friday, January 21, 2022 during separate meetings with the County Commission and the Transportation Planning Organization, both county entities declared an impasse on the Village's conflict resolution process contesting the SW 87th Ave. Bridge project.
