The Village of Palmetto Bay shall be conducting a Special Council Meeting on Monday, October 15, 2018 at approximately 5:45 p.m. at Village Hall, 9705 E. Hibiscus Street, Palmetto Bay, FL 33157. The Special Council Meeting was called by Mayor Eugene Flinn for the purposes of the Village Council to take action on the Village Manager's selection of Lieutenant Maria Guerra as the Village Police Commander. 




REGULAR COUNCIL MEETING

Monday, November 5, 2018 - 7:00 PM (awards, presentation, and proclamations will begin at approx. 6:30 p.m.)

The Village of Palmetto Bay shall be conducting a Regular Council Meeting on Monday, November 5, 2018, at 7:00 p.m. (awards, presentations, and proclamations shall occur at approx. 6:30 p.m.) The meeting shall be held at the Village Hall Chambers, 9705 E. Hibiscus Street, Palmetto Bay, FL 33157. 

The following Ordinances shall be heard on Second Reading.  A public hearing shall be held on the following matters:

  • AN ORDINANCE OF THE MAYOR AND VILLAGE COUNCIL OF THE VILLAGE OF PALMETTO BAY, FLORIDA, AMENDING APPENDIX A - FEE SCHEDULE OF THE PALMETTO BAY CODE OF ORDINANCES TO ESTABLISH THE "VILLAGE MOBILITY IMPACT FEE" TO ADMINISTER AND COLLECT FEES IN AN AMOUNT TO EQUAL TO FORTY-FIVE PERCENT (45%) OF THE FEE IMPOSED BY THE MIAMI-DADE COUNTY ROAD IMPACT FEE, TO FUND PLANNING, DESIGN OR CONSTRUCTION FOR MULTI-MODAL MOBILITY IMPROVEMENTS WITHIN THE VILLAGE, INCLUDING BUT NOT LIMITED TO FULL OR PARTIAL FUNDING PARTICIPATION IN IMPROVEMENTS RELATING TO: ROADWAY CAPACITY AND OPERATIONS, MUNICIPAL TRANSIT, REGIONAL TRANSIT FIXED FACILITIES, BICYCLE FACILITIES, PEDESTRIAN FACILITIES, FIRST-AND-LAST MILE MOBILITY, TRANSPORTATION DEMAND MANAGEMENT, AND TRANSPORTATION SYSTEM MANAGEMENT; WITH THE ORDINANCE PROVIDING: PURPOSE AND INTENT, DEFINITIONS, FINDINGS, APPLICABILITY, ASSESSMENT DISTRICT, BENEFIT DISTRICT, BENEFIT DISTRICT EXPENDITURES AND TRUST FUND, PAYMENT PROCEDURES, CALCULATION OF FEE, MOBILITY CONTRIBUTIONS IN-LIEU-OF-FEE, EXEMPTIONS; AND PROVIDING FOR ORDINANCES IN CONFLICT, CODIFICATION, REPEAL, SEVERABILITY AND AN EFFECTIVE DATE.   • AN ORDINANCE OF THE MAYOR AND VILLAGE COUNCIL OF THE VILLAGE OF PALMETTO BAY, FLORIDA, RELATING TO BUILDING PERMIT FEES; AMENDING THE PERMIT FEE SCHEDULE FOR THE BUILDING DEPARTMENT; REDUCING RESIDENTIAL BUILDING PERMIT FEES BY 2%; PROVIDING FOR SEVERABILITY; AND AN EFFECTIVE DATE.   • AN ORDINANCE OF THE MAYOR AND VILLAGE COUNCIL OF THE VILLAGE OF PALMETTO BAY, FLORIDA, RELATING TO SHORT-TERM RENTALS OF SINGLE-FAMILY RESIDENCES, TOWN HOUSES, CONDOMINIUMS AND APARTMENTS, AND SHORT TERM SUB-LEASES OF APARTMENTS, WITHIN PALMETTO BAY; PROVIDING THAT AGENTS ADVERTISING SUCH RENTALS FOR OWNERS, OR IN FACT ENGAGED IN SUCH RENTALS FOR OTHERS, MUST FIRST FILE AN ANNUAL REGISTRATION FORM AND REGISTRATION FEE; PROVIDING FOR PENALTIES AND LIENS ON PROPERTY FOR UNPAID PENALTIES; PROVIDING FOR PENALTIES FOR VIOLATIONS; PROVIDING AN EFFECTIVE DATE. (Sponsored by Administration)

  • AN ORDINANCE OF THE MAYOR AND VILLAGE COUNCIL OF THE VILLAGE OF PALMETTO BAY, FLORIDA, RELATING TO COUNCIL MEETINGS; PROVIDING THAT IN LITIGATION AGAINST THE VILLAGE BY A COUNCILMEMBER OR AN ENTITY OWNED OR CONTROLLED BY A COUNCILMEMBER, ALL COUNCIL MEETINGS DISCUSSING SUCH LITIGATION SHALL BE OPEN TO THE PUBLIC; PROVIDING FOR AN EFFECTIVE DATE.   • AN ORDINANCE OF THE MAYOR AND VILLAGE COUNCIL OF THE VILLAGE OF PALMETTO BAY, FLORIDA, RELATING TO LITIGATION AGAINST THE VILLAGE; PROVIDING THAT IN LITIGATION AGAINST THE VILLAGE BY A COUNCILMEMBER OR AN ENTITY OWNED OR CONTROLLED BY A COUNCILMEMBER, THE COUNCILMEMBER OR ENTITY MUST PAY VILLAGE ATTORNEYS' FEES AND COSTS IF THE VILLAGE IS THE PREVAILING PARTY; PROVIDING FOR AN EFFECTIVE DATE. Hibiscus Street, Palmetto Bay, FL 33157.  The documents pertaining to this public hearing may be inspected at the office of the Village Clerk during regular working hours.  Inquiries may be directed to the Clerk at (305) 259-1234.  The above items may be continued at this meeting and, under such circumstances, additional legal notice would not be provided.  Any person may contact the Village Clerk for information as to the status of this item as a result of the meeting.
