Application Process- New Applications and Renewals

Applying for a new Certificate of Use (CU) or a local Business Tax Receipt (BTR) OR renewing your existing one is simple and convenient with our online  Citizens Portal

IMPORTANT: Before signing any lease agreement, it is strongly recommended that you contact the Village of Palmetto Bay's Planning & Zoning Department at (305) 259-1243 or zoning@palmettobay-fl.gov to verify that your intended business use is permitted at the location. Zoning regulations dictate what types of businesses are allowed in specific areas, and operating without proper zoning approval can result in fines and legal issues.

How to Apply (New Applications & Renewals)

Please click the "Click Here to Apply" button below to get started.  Once in the portal, you will be able to select one of the following choices at the bottom of the page:

  1. NEW Business Tax Receipt
  2. RENEW a Business Tax Receipt
  3. NEW Certificate of Use
  4. RENEW a Certificate of Use

Additional information and instructions for your specific application type will be available after you click on the applicable box at the bottom of the page.  

  • Returning Users:  click "Log In" and enter your user email and password
  • First time users:  click "Register"
  • Fill out the required fields
  • Wait for an email with a link to click and validate your email address
  • Once your registration is approved, you will receive a SECOND email.  Note that you will not be able to log in until you receive the second email.

Required Documents

Documents Needed for a Certificate of Use (CU):

  1. Certificate of Use Application 
  2. Municipal Application 
  3. Signed lease agreement

Documents Needed for the Business Tax Receipt (BTR):

  1. Certificate of Use issued by the Village of Palmetto Bay
  2. Miami-Dade County Business Tax Receipt
  3. Corporate documents showing the Federal Identification Number such as proof of State of Florida Registration, Articles of Incorporation or Fictitious Name registration.   This information is available from the Florida Department of State - Division of Corporations.
  4. State License of Certification, if applicable 
  5. Employer Identification Number (EIN)

Completing the Online Application

Step 1: Select Land or Location:  if your parcel/folio number (if using folio number, do not add dashes.)  If you cannot find your property address or folio, you can move onto Step 2.

Step 2 (for Business Tax Receipt):

  • Select Business Type: Village of Palmetto Bay
  • Select Subtype: Business Tax Receipt

Step 2 (for Certificate of Use):

  • Select Business Type: Certificate of Use
  • Select Subtype: General (for all businesses) OR Vacation Rental

Step 4: Additional Contacts: this is not required, but highly recommend

Step 5: Enter required information in the fields: this is the application, and all boxes must be filled out (even if N/A). Be sure to scroll down and type APPLICANT NAME and hit SUBMIT

Step 6: Upload documents required (listed above) for Business Tax Receipt OR Certificate of Use

Step 7: Make Payment: you can pay online via credit card or e-check OR you can print out your invoice and bring it to the cashier’s office located at Village Hall, 9705 East Hibiscus Street, Palmetto Bay.  Hours of operation:  Weekdays, except holidays, 8:30 am to 4 pm.

When the Application is Received

  • Village staff will review the application and ensure all required documentation has been received.
  • You will be notified via email if any information is missing.   
  • You will be notified by email once your application is approved and you can pay the required fee as indicated above and print out your Business Tax Receipt. 

Displaying License

Once obtained, the Certificate of Use and the Local Business Tax Receipt must be displayed conspicuously at the place of business and in such a manner as to be open to the view of the public and subject to inspection by all duly authorized officers of the Village.
