About Stormwater Fees
Addressing Health & Safety
Federal, state, and local governments oversee a wide range of programs. The Stormwater Utility program addresses stormwater problems that affect the health, safety, and the welfare of the public due to poor water quality and flooding resulting from inadequate stormwater systems.
Stormwater utility fee aids in stormwater drainage improvements for the entire Village - not just your street or property. The revenue from the fee would be used to fund activities that would maintain and improve the infrastructure that transports stormwater in the Village plus fund activities that would improve the quality of the stormwater discharged to canal systems owned and maintained by the Village.
Stormwater System Maintenance
In order to properly address ongoing issues related to stormwater runoff, it is essential that a municipality charge a Stormwater Fee to manage the cost of scheduled maintenance, rehabilitation, and replacement of existing and future-planned drainage infrastructure. Your contribution helps to enhance the drainage ability for roadways, making it easier for you and others to travel throughout the Village during heavy rain events. Stormwater drainage systems that aren't maintained result in costly repairs or potential replacement of the whole system.
The Stormwater Utility program generates fees needed to implement the level of service standards contained in the Village's Capital Improvement Plan (CIP). It is also imperative that we manage the cost associated with upholding The Clean Water Act ( 33 U.S.C. §1251, et. seq.), whereas the basic goal is to restore and maintain the chemical, physical, and biological integrity of surface waters in accordance with Village Code of Ordinance No. 06-07.
How Stormwater Fees Are Calculated & Billed
The Village service fee per ERU billing is $5 per month.
Stormwater fees are assessed by the Village of Palmetto Bay and are billed and collected by Miami-Dade County Water and Sewer (WASD) on behalf of the Village through a Billing of Stormwater Charges Agreement.
Additionally, commercial properties are billed by calculating the impervious area (area that rainwater cannot penetrate) square footage; dividing impervious area square footage by 1 ERU (1,548 square feet); then multiplying number of ERUs by $5, which determines the monthly charges billed to each commercial property.
Example
Following is how we calculate Commercial Property ERU Billing Charges. In this example, the total amount of impervious area square footage (area that has lost its natural ability to hold water / green space) is 13,400 square feet:
- Monthly Charges for 13,400 square feet ÷ 1548 = 8.66 ERUs × $5 = $43.30, if you receive your water bill on a quarterly basis multiply ERUs by $15
- Quarterly Charges for 13,400 square feet ÷ 1548 = 8.66 ERUs × $15 = $129.90
