Palmetto Bay Resilience Action Plan

The Village of Palmetto Bay understands that environmental quality and economic health are mutually dependent as a healthy environment is crucial for the 
long-term prosperity of the village, its residents and its business community.  To that extent, the Village recently completed its Resilience Action Plan which evaluated vulnerabilities and identified actionable steps to move towards a more sustainable future.  

The Resilience Action Plan details the exposure of facilities, critical infrastructure, roadways, and neighborhoods to climate change stressors such as sea level rise, precipitation events, and groundwater table changes.  The Plan was officially adopted by the Village Council on July 7, 2025.

Purpose of the Resilience Action Plan & Vulnerability Assessment

The Village of Palmetto Bay is developing a Resilience Action Plan and associated Vulnerability Assessment as part of the Resilient Florida Program. This project will evaluate current and future flood risks and vulnerabilities and identify ways to adapt and become more resilient to flooding. 

What Is a Vulnerability Assessment?

A Vulnerability Assessment helps a community determine which structural and social assets are likely to be impacted by current and future flood hazards.

Based on the results of the Vulnerability Assessment a Resilience Action Plan is developed with a range of specific actions and projects that can address and minimize the flood risks identified in the vulnerability assessment.

Why is it Important to Me?

Citizen and stakeholder input are important to this planning process, so that the assessment reflects the challenges the community faces and the action plan includes solutions best suited to our local needs.  A Steering Committee of local stakeholders and Village staff has been formed to guide the planning process. Your input will help the Steering Committee to define goals and objectives for a resilient Palmetto Bay and identify critical assets, flood risks, and opportunities for adaptation.  

Which Hazards are Included?

The Vulnerability Assessment will evaluate compound flooding in Palmetto Bay, including sea level rise, storm surge, rainfall-induced flooding, the effects of groundwater changes, and the interconnected system of canals.

 Two public workshops were held throughout the planning process to provide updates and gather feedback and input to be incorporated into the assessment.
