Village of Palmetto Bay Comprehensive Plan

The Comprehensive Plan is a document that establishes the policies and priorities of the community to guide future development, while preserving the area's environmental attributes and community character.   Once adopted, Florida law requires municipalities to update the plan every 7 years, mapping out specific guidelines to determine whether amendments are necessary.

The Village of Palmetto Bay recently completed its scheduled Comprehensive Plan Amendment.  Following a multi-year process, carefully outlined below, the Village of Palmetto Bay's Comprehensive Plan Update has been officially found to be "In Compliance" by the State Land Planning Agency, FloridaCommerce.  Linked below are the updated Comprehensive Plan and Future Land Use Map.

Comprehensive Plan Update Process

Florida Administrative Code Rule Chapter 73C-49 requires municipalities to evaluate its Comprehensive Plan at least every seven years to determine whether the need exists to amend the comprehensive plan to reflect changes in state requirements since the last time the comprehensive plan was updated. 

On July 19, 2022, the Village Council adopted Resolution No. 2022-66 accepting the Comprehensive Plan Evaluation and Appraisal Report (EAR). The EAR outlined the required statutory amendments.

Prior to this current process, the Village had not completed a thorough Comprehensive Plan update since 2010. Furthermore, the Village’s Comprehensive Plan still reflected many “copy and paste” policies from the Miami-Dade County Comprehensive Development Master Plan that do not reflect the Village’s sense of place and vision.

On January 9, 2023, the Village of Palmetto Bay engaged with Stantec to update the Village’s Comprehensive Plan. Village staff has worked closely with Stantec to create a draft Comprehensive Plan that allows the Village to come into compliance with State requirements and create a Comprehensive Plan that reflects the unique nature of the Village.

On July 18, 2025, FloridaCommerce issued its Notice of Intent to find the plan in compliance. As the statutory challenge period has now passed without a challenge, the updated Comprehensive Plan (Amendment No. 25-01ER, adopted by Ordinance No. 2025-07) is officially in effect.  This milestone marks the successful conclusion of extensive work by Village staff, the Village Council, and invaluable input from our community members. The updated plan ensures our future growth aligns with state requirements and truly reflects the unique vision and character of Palmetto Bay.

Approval Process & Key Milestones

First Reading of the Comprehensive Plan Amendment Ordinance

On December 16, 2024, recommended amendments to the Village's Comprehensive Plan's Goals, Objectives, and Policies, which were consistent with the Village's adopted Evaluation and Appraisal Report (EAR), were presented to the  Local Planning Agency for approval.  

On January 27, 2025, the Village Council heard the first reading of the ordinance approving the updated Comprehensive Plan. Following approval on first reading, the transmittal package was forwarded to the State's Land Planning Agency in the Florida Department of Commerce and other reviewing agencies for review and comment/feedback. Second Reading of the Comprehensive Plan Amendment Ordinance

The State's Land Planning Agency and other reviewing agencies such as Florida Department of Transportation and Miami-Dade County provided comments on the proposed update to the comprehensive plan. Staff responded to these comments, and the second reading of Ordinance No. 2025-07, which officially adopts the updated Comprehensive Plan, was held on May 19, 2025.

Final Review

Following this formal adoption, the complete Comprehensive Plan Update package, including the newly adopted ordinance and all supporting documentation, was officially transmitted to FloridaCommerce (the State Land Planning Agency) and other pertinent reviewing agencies, including the Florida Department of Transportation and Miami-Dade County Planning Division for their final review under the state coordinated review process.

Public Participation

The Comprehensive Plan update included extensive public participation. The public were presented with different mediums to provide feedback early in the process. On April 1, 2023, a public workshop was held. A postcard went to every property in the Village and there were multiple social media and newsletter items inviting the public. The meeting was also streamed live over social media. Over 25 participants were in attendance. Participants were divided into three groups where they focused on each element (chapter) of the Comprehensive Plan. This activity was well received and provided a lot of detailed insight from residents and property owners.

Additionally, an interactive website was launched that allowed users to provide comments on an interactive map. Other users could click an icon to agree or disagree with the comments provided on the map. 283 unique users visited the interactive website and there was a total of 36 comments.

On May 15, 2023, the Village Council held a discussion regarding the Comprehensive Plan at the Zoning Hearing. The Council provided feedback and suggestions for inclusion in the plan.
